No, a short hose does not come with it, but Sporty's does sell a short hose to use, I think the extender I got was 15ft, definitely not the 6 ft mentioned below - it would not have been long enough. This hose extender appears to be of good quality, I have used it most of the summer.
You can leave the main water on and just operate it at the extender. I also added a device to attach 3 hoses at once along with timers. I do shut off the water at the extender because that device does tend to leak. No leaks come when I shut off the extender. Hope that helps. It's wonderful not to have to crawl behind the bushes each time I water!
This is designed to be pushed into the ground (and that works great for me), but I suppose you could lash it to the deck rail, though it wouldn't look "nice". Easier to run a hose onto the deck, and mount a hose hanger on a deck post. Use good hose washers and you won't have yo worry about leaks.
It is just the faucet extender. Everything in the picture minus the hose is what you will recieve.
